? >> reporter: we've got an issue here with the piper lane entrance to the vre station. the broad run vre station here in prince william county. you can see all of the water that's left the banks of the creek next to the roadway here. the creek has left its banks, all of the lanes are covered with water at this point. and it is deep enough that you run the risk of getting stuck. they've closed off the road here. when we first arrived on the scene, we did not have a detour in place. and in fact, cars were coming all the way down in the dark and discovering the high water here. they had to come to a screeching halt and then turn around and make their way back out from where they came. you see now, though, in the last ten minutes a police officer has arrived here the scene. they've got their lights, putting up cones and some signs. they have now at least blocked off piper lane so that you are detoured before you reach the water. so that's an improvement in this situation. of course, for folks who take the broad run vre station, this is a big inconvenience. piper lane is closed. so what's

upgraded quick silver from neutral to buy, but then this morning, the anales of piper jaffery, that guy hit quick silver with a downgrade from buy to neutral. we have a terrific chance to look at both sides of the story, figure out who is right. that is smart for speculation. quite frankly, it's a joni mitchell moment. we will look at quick silver from both sides now. first a little background. quick silver is three names brands, quick silver, ro x i, and dc, and that mostly appeals to surfers and skaters or people that want to look like surfers, skateboard riders or have tattoos like young people are doing, it's cool. during the 1990s, and the first day of the 2000s, quick silver was a red hot growth, one of the smoke shows, on fire. but for years, the company has been stagnant. and came close to going bankrupt. it's come back from the brink. quick silver has had a lot of trouble getting investors to appreciate brands. i don't know why. or customers. honestly, what is not to like? so why does goldman think that quick silver is now a buy? main catalyst, last thursday, quick silver a

sinks. this is a small piper aircraft. goes down in the hudson river, near yonkers, westchester county north of manhattan. carrying the pilot, passenger. on a sightseeing trip. and this frantic 911 call, describes the scene as the dispatcher tells the pilot to get out before it is too late. how many people on board? >> we have life preservers. >> are you in the water now. >> in the water. filling up. we are going down. we are going down. >> okay. >> sir, i need you to get out of the plane and let me know when you're out. >> i'm out of the plane. i'm going to lose you. i'm going to lose you. the water's freezing. i'm not going to make it to shore. >> okay, we have an officer en route ande have a boat en route. >> okay. i am going to lose you. >> you have to remember they're going into icy, icy water. they did manage to get out. managed to stay afloat. they got their life vests on. the police officers and retired detective took a boat out to rescue them. both were taken to a local hospital, treated for hypothermia and are expected to be okay. so the ntsb is investigating this obviously.

nokesville road and piper line in briscoe. deborah joins us live in prince william county with more. >> reporter: it is a tragic sad story and looks like the investigation may be wrapping up behind us. they are now cleaning up the road but we want to show you a picture of that officer who passed away earlier tonight. again, very sad situation. a prince william county police officer dead tonight killed in a fiery crash here in bristow. officer chris yung on his motorcycle on his way to another crash when police say a minivan crossed in front of the 35-year-old attempting to enter the target parking lot here causing that crash which again took the officer's life and no one else of was hurt in this crash. it happened after 2:00 in the afternoon and again this street has been blocked off for quite a while. again, this is va28 right behind me and yung had worked for the department for about seven years. he was assigned to the traffic department as a motorcycle officer. again, a really sad situation and to add to that also the acting chief asking for everyone's thoughts and prayers tonigh

into the shopping center here at piper lane and noxville road collided with him. two off duty members of the fairfax county fire and rescue crew and two citizens were at the scene. they quickly rushed over and attempted to pull him from the wreckage. sadly, officer young was pronounced dead at the hospital. his brother dale is also an officer for the county and he says chris young inspired him to join the force. >> i have the question of why him, why so soon. hopefully, i can figure out why. hopefully some good can come of this. he's looking down on us right now giving that big smile that he gives everybody. that smile can warm up any room. >> reporter: officer young was a former marine and a seven-year veteran of the police department. his wife is also a former officer here in prince william county. she and their three children were too distressed to attend tonight's vigil. we also learned today that a 69-year-old woman was the driver of the minivan that struck officer young. she was not injured, nor was another passenger in the car, a female. no word on any charges tonight. that's t
